Regulatory and legal support for higher Education in Turkey

Improving the system of higher education in Ukraine requires conducting comparative studies of the development of educational systems in different countries. Despite the fact that Turkey is implementing its own system of higher education, which differs from the European one, the
country is actively working on its harmonization with European standards. Effective legal regulation is a key condition and effective tool for the successful development and modernization of the higher education system. Мodern trends in the transformation of educational systems, global changes in society and the intensive development of the labor market create new prerequisites for the cooperation of higher education institutions in different countries. The efforts of Ukraine and the Republic of Turkey to join the European educational space necessitate joint efforts to achieve a common goal, strengthening the image and attractiveness of our countries in the world.
The purpose of the article is to review state legal framework for higher education in the Republic
of Turkey and the latest changes in legislative documents for further comparison with the organization of higher education system in Ukraine and drawing on their positive experience. Theoretical (content analysis of official documents) and specific (chronological and cause-and-effect analysis) research methods were applied, which made it possible to study the regulatory and legislative basis for the Turkish higher education system and to analyze the current state, modernization trends and prospects for the development of the industry with the aim of introducing advanced experience in the organization of the higher education system of Ukraine. The purpose and principles of higher education in the Republic of Turkey were clarified, the Turkish Framework of Qualifications was considered, the procedures and principles of conducting entrance exams were investigated and the experience of creating a virtual guide for applicants was taken into account, the opinions and recommendations of Turkish scientists
regarding the organization of the work of higher education bodies were taken into account.
